Philadelphia, PA (May 22, 2025) – Philadelphia-based construction management firm LF Driscoll has helped a local hospital reach a record in construction safety.
LF Driscoll’s work at the Hospital of the University of Pennsylvania (HUP) has achieved “Star” level status in the Occupational Safety and Health Administration’s (OSHA) Voluntary Protection Program for the 20th year in a row—making it the longest-running construction site in the country to maintain OSHA’s highest level of safety.

Approval into the Voluntary Protection Programs (VPP) is OSHA’s official recognition of employers who have achieved exemplary occupational safety and health. The Star level marks the highest level of achievement in the preventing and controlling safety and health hazards and continued development, implementation, and improvement of their safety and health management systems.

In their review of the HUP jobsite, OSHA particularly praised LF Driscoll’s communication and safety planning before construction begins and the team’s training of on-site staff on hospital rules, LF Driscoll safety policies, and site-specific safety risks and mitigation.

“Participants of VPP serve as models for other employers, workers, and unions by operating excellent safety and health management programs,” OSHA regional administrator Michael Rivera noted in his VPP approval letter to LF Driscoll. “Achieving a level of worker protection that goes beyond compliance with government regulations is commendable.”
